In order to further strengthen the construction of local social public measurement standards and consolidate the main responsibility of the local market supervision department for the construction of social public measurement standards, the General Administration of Market Supervision recently issued the Guiding Catalog for the Construction of Local Social Public Measurement Standards (for compulsory verification of work measuring instruments) (for trial implementation) (hereinafter referred to as the "Guiding Catalog") to strengthen the guidance and supervision of the construction of social public measurement standards at all levels, ensure the integrity and effective operation of the national value transfer traceability system.

It is the legal duty of the market supervision department of the local people's government at or above the county level to establish social public measurement standards and organize the transmission of values. 

The "Guiding Catalog" is formulated with reference to the "Announcement of the General Administration of Market Supervision on Adjusting the Catalog of Measuring Instruments for Compulsory Management" to implement the catalog of compulsory management of work measuring instruments, and clarifies the establishment of provincial, district (city), and county-level market supervision departments The construction requirements of social public measurement standards (used for compulsory verification of work measurement instruments), it is of great significance to curb the phenomenon of "unauthorized suspension" of local social public measurement standards, fill in the gaps in the construction of a number of social public measurement standards, and continue to promote the upgrading of social public measurement standards.
