The first president's office meeting of Weihai Equipment Manufacturing Industry Association was successfully held at Datian Multimedia Center

On April 5, 2020, the Weihai Equipment Manufacturing Association held its first president's office meeting in the conference room of Weihai Datian Industrial Equipment Co., Ltd. Qiao Xinyue, Director of Weihai Industry and Information Technology Bureau, Xu Lianmin, Deputy Director, Ruan Xilun, Dean of Weihai Research Center of the Ministry of Industry and Information Technology, Sun Haiming, and other relevant personnel, as well as the President and Vice President of the Association, and special guests Liu Yudang, Liu Guangming, and Zheng Weifeng attended the meeting.

1、 The meeting discussed and voted on the following matters.

1. Appoint Comrade Xia Yongqing as the Executive Deputy Secretary General of the Association

2. Implement a free membership system for members.

3. Implement a rotating executive chairman system.

（1） Xu Weicai, Chairman of Shandong Baishengyuan Group Co., Ltd

Shandong Baishengyuan Group Co., Ltd. (formerly Weihai Woodworking Machinery Factory) is a professional large-scale enterprise group that integrates research and development, production, and marketing of artificial board machinery and equipment, with self operated import and export rights. The company has undergone decades of development and growth, constantly adapting to changes in market demand and upgrading in a timely manner. It now leads the production of complete sets of plywood production line equipment and auxiliary products. The company is a hidden champion enterprise in Shandong Province. The export proportion of the company's products has reached 90%, and the products are exported to more than 50 countries and regions in Asia, Europe, Africa, America and other continents. In 2020, due to the impact of the epidemic, there were problems such as the inability to install and debug exported products in a timely manner, and tight cash flow.

（2） Xue Zengxu, Deputy General Manager of Shandong Shuanglun Co., Ltd

Shandong Shuanglun Co., Ltd. specializes in the research and development of centrifugal pumps and complete sets of pump equipment, providing fluid system solutions for energy, chemical, metallurgical, water conservancy, transportation, urban construction and other fields. It enjoys a high reputation in industrial circulating water, urban water supply and drainage, rail transit, fire protection, HVAC and other fields. At present, enterprises are facing dual pressures from international first-line brands and southern enterprises, and are actively seeking technological innovation and upgrading.

（3） Yu Fei, Chairman of Wendeng Aowen Electric Motor Co., Ltd

Aowen Electric is committed to the professional manufacturing of electric motors and power tools, with an export ratio of 75% -80%. Due to the impact of the epidemic, orders decreased in March 2020, mainly due to some customers canceling or delaying orders. The first quarter increased by about 3% compared to last year, and the original plan was to increase by 15% -20% in 2020. Now, affected by the epidemic, we are striving to maintain a steady growth in 2020. One benefit brought by the epidemic is that the cost of raw materials for products has decreased significantly, and the exchange rate advantage is obvious. The core issue currently faced by enterprises is to increase production capacity, and the per capita efficiency must double within 3 years. Currently, the enterprise has hired experts and consultants to conduct a full process review of the enterprise.

（4） Shi Wei, Chairman of Shandong Haifu Photon Technology Co., Ltd

Shandong Haifu Photon Technology Co., Ltd. is an advanced manufacturing enterprise specializing in the production of fiber laser products. It is a high-tech enterprise founded by a national team. The company is committed to the research and industrialization of high-end fiber lasers, striving to make a difference in high-energy laser manufacturers. The company's business has not been greatly affected by the epidemic, but instead there has been a situation where all product inventory has been sold out and product supply is tight. At present, the main problems for enterprises are to increase production capacity and further enter the field of high-end high-power laser products.

（5） Zhao Juntang, Chairman of Weihai Datian Industrial Equipment Co., Ltd

Datian Company is an enterprise specializing in industrial equipment supply, industrial equipment matching, and services. It integrates machine tool marketing services, complete equipment import and export and technical services, imported functional components and industrial matching, and industrial automation integration applications into an industrial service company, providing users with a full process service from solution selection to equipment maintenance. Datian Company is an excellent supplier for government procurement in Weihai City, actively engaging in school enterprise cooperation and providing continuous sponsorship and support for the education industry for many years.

3、 Zhao Juntang, the president of the association, gave a work briefing since the establishment of the association and reported on the work plan for 2020.

（1） Work briefing since the establishment of the association. After its establishment, based on the service tenet of serving members, promoting policies, coordinating relationships, sharing resources, and complementing advantages, the association has mainly carried out the following work since its establishment:;

1. Organize training activities on high-end equipment lubrication technology and equipment management. The Association invited Yuan Junzhou, a representative of the National People's Congress and chief expert of lubricating oil technology, Bao Jihua, a professor of Shandong University of Science and Technology and an expert in equipment Internet detection and monitoring, and Li Lei, a senior engineer and an expert in human-computer fine management of Shandong Equipment Management Association, to train more than 160 equipment management personnel from 62 enterprises in our city, improving the awareness and level of enterprise equipment management.

2. Actively participate in the construction of our city's advanced equipment and intelligent manufacturing industry cluster think tank. 20 think tank experts recommended by relevant units in the fields of equipment manufacturing, production, and services for advanced equipment and intelligent manufacturing industry clusters have been included in the list of think tank experts for advanced equipment and intelligent manufacturing industry clusters in our city published by the Weihai City Office for the Promotion of the Major Project of New and Old Kinetic Energy Conversion. The Secretariat of the Think Tank Experts is located in the Weihai Equipment Manufacturing Industry Association

3. Organize members to participate in international equipment expos such as Qingdao, Yiwu, and Taiwan.

4. Actively assisted the Industrial and Information Technology Bureau in successfully holding the first Weishang Conference and hired ministerial level experts for the conference.

5. Organize a delegation of association members to participate in the Ningbo Haitian and Jinshang Open Day activities.

6. Actively connect with provincial associations and other city associations and enterprises. Reached a manufacturing industry alliance with Yantai Association; We conducted a communication and exchange activity with the Jining Association's enterprise inspection team. The association led the Jining Association's inspection team to visit related enterprises such as Tianrun crankshaft, Huadong CNC, Baishengyuan, Weihai Datian, and held exchange forums.

7. Actively promote the construction of Weihai Intelligent Manufacturing Training Center. In response to the member unit Weihai Vocational Secondary School's plan to build an intelligent manufacturing training center and the need for communication with enterprises regarding the current status of intelligent manufacturing in industrial enterprises, talent and training needs of enterprises, and professional settings, Weihai Equipment Manufacturing Industry Association efficiently responded and promptly contacted and coordinated key enterprises such as Tianrun crankshaft Co., Ltd. and Shandong Weida Machinery Co., Ltd. On April 2nd, a school enterprise on-site docking discussion and research was conducted.

（2） Report on the 2020 Association Work Plan.

1. Increase visits and research efforts, fully collect and grasp the demands of member units, and carry out precise public welfare docking activities.

2. Mobilize the intelligence of "think tank experts" and establish expert committees and financial committees. 1、 Based on the existing intelligent expert database information, optimize the recruitment of senior experts and talents within the province, and establish an intelligent manufacturing expert committee around the development requirements of intelligent manufacturing in Weihai City; 2、 Based on the expert database resources of Shandong Ship and Ocean Engineering Equipment Innovation Center, and in collaboration with domestic national research institutes, a "Ocean Engineering Equipment Manufacturing Think Tank" has been established; 3、 Establish a financial expert committee in collaboration with commercial banks, financing institutions, taxation, finance and other departments.

3. 推进会员企业间产业链对接。

4. 开展交流互动。组织行业开展各项与国内外有关经济组织和团体的论坛、研讨会、博览会等活动，为制造业牵线搭桥，对接我市产业集群，推动企业发展对外贸易和经济技术的合作交流。联合烟台协会、淄博协会、济宁协会、泰安协会和省协会共同出刊协会专刊，把会刊编制工作落到实处。

5. 秘书处设立知识产权、法律法规咨询业务。

6. 开展工业服务。从传统工艺升级改造、工业自动化应用、设备维护、人才引进、新技术引进消化、产品市场拓展、集群化产业链建设、小微企业融资及“政产学研金服用”协同创新、跨界融合等方面开展工作

7. 完成省装备制造业协会和威海市工业和信息化局交办的各项工作任务。

四、与会领导发言。

（一）工信部威海研究中心院长阮熙仑。

工业和信息化部威海电子信息技术综合研究中心是经中央编办批准设立的部属科研事业事业单位，主要职责是面向电子信息、国防科技、智能制造等领域开展技术研究和产业化应用，围绕“中国制造2025”推进信息化与工业化深度融合，提升电子信息技术对智能制造领域的服务支撑能力，构建一个贯穿行业顶层设计、重点技术攻关、资源整合提升、成果转化推广、产业综合支撑服务的全产业链条。中心自成立以来，充分发挥作为中央驻鲁、驻威单位顶层协调和整合能力，一方面，协调国家电子信息领域资源，促进两化融合、军民融合深度发展；另一方面，积极利用国家和地方资源优势，促进行业和区域产业互补发展。目前研究中心业务主要围绕科研产业化应用推广、检验检测、平台建设、企业创新服务等四个方面展开。

（二）威海市工业和信息化局局长乔新跃

乔局长强调了阮院长及研究中心的重要性，协会和企业要抓住和利用这个优势，及时准确的了解和掌握工信部的利好政策，为企业寻求发展机会；肯定了装备协会在赵会长的协调下非常有活力，鼓励协会要向南方的协会学习，工作要做的深入，要办实事。协会要成为一个载体，反应精准的企业问题，并把信息汇总给工信局；工信局将加大对协会的支持和扶持力度，并对协会进行分级，对积极活跃、办实事的协会给与更高额的扶持，而对于一些僵尸协会则减少扶持或者是不给与扶持资金。

（三）原威海市政协主席刘玉党。

刘主席对今天的会议给与了高度评价，肯定了会议人员组织好、会议主题好、会议质量高。与会领导通过本次会议熟悉、了解了协会工作及相关企业的情况，对协会工作给予了指导和建议；肯定了赵会长想干事、能干事、干好事的工作态度；肯定了轮值执行会长制的创新之举；强调了领导干部要走方步、出思路、用干部、办实事，要讲实话、讲真话、讲善话。
