商会副会长张辉新在发言中讲到，新旧动能转换不外乎两点：一是转型，二是升级。转型就要转移到新兴产业包括新材料、新工艺等方面，困难很多。那我们企业就要考虑升级改制的问题，利用现有的机制进行升级。功力创新谷就是一个典型的实例。面貌提升了，管理提升了，产品质量提升了，水平也提升了。这个路子是比较现实的。我建议，咱商会要通过专家组走进企业，对咱会员企业分门别类，看看哪些企业适合升级，哪些企业适合转型，对企业进行评估，给他们引导一个目标方向。

商会副会长张士平在发言中谈到，刚才大家从各个方面对商会工作计划进行探讨、分析、交流很全面也很贴切。我认为新旧动能转换中人才需求是最迫切的。商会应考虑怎么发挥平台作用积极与各大院校联系，通过多种渠道为各企业解决用人难题的问题。

商会副会长蔡杰在讨论中这样讲，作为商会班子成员我在去全国各地考察交流的同时，也在不断关注一些商会的做法。像在南方很多商会都有自己的茶社，会员企业领导有时间的时候经常聚集在这里，交流企业面临的问题，寻求解决办法，来促成项目落地，这种接洽方式不仅人气爆棚而且效果非常好。今天我们会长办公会是来商议良策，共同促进商会发展的。那么也希望咱们商会建一个类似的交流场所可供大家在一起交流协作，互相帮助，互相解决新旧动能转换中的困难，这无疑是一种创新。

商会副会长毕思河对商会工作计划表示认可。他说，今年商会工作计划制定的很好，应该说和政府的要求和企业的希望结合的很好。我建议今年的展会计划中增加一项，组织参加第十届中国数控机床展览会。这次展会是本年度国内举办的规模最大，品种最全，品牌知名度最高的机床工具展。具有世界的标准。展会以“聚焦——数字•互联•智造”为主题，很贴合当前新旧动能转换的形势，对企业实现改造升级迈向智能化会有所帮助。

商会副会长李永华说：去年通过参加一些活动，跟随商会出去考察学习，受益匪浅。商会工作计划提的很好，我建议咱们的活动多围绕管理提升，智能制造，产品的智能化等方面进行。通过组织一些精益培训，国内外考察交流等活动，来提升企业老板的观念。把思想武装好了企业的发展将会有很大的提升。

新旧动能转换：“想干什么很重要，怎样干好更重要”

商会顾问是商会的“智囊团”。他们见多识广，经验丰富，为商会的发展做出了突出贡献。商会在推进新旧动能转换进程中，在商会发展的关键时期，各位顾问超前谋划，建言献策，深得敬佩。

商会顾问、中国机械工业企业管理协会孙钢副秘书长，在发言时深有体会的讲到，在实施新旧动能转换重大工程中，想干什么很重要，怎样干好更重要。大家不要认为，转型就是新旧动能转换。在新旧动能转换中，选择上什么产品很重要，关键是怎么干更重要。因为新旧动能转换这个概念涉及范围很广，涵盖多个方面，真正的动能是内生的动力。用一个三角形来比喻，三角形顶尖的是大企业，他们可能在新材料，智能化、智慧化方面起到引领作用。中底部的绝大部分中小企业，在整个流程管理方面的潜力是非常大的，所以抓好企业管理很重要。大家反映，现在用工难，比较现实的就是，我们通用性机械一般的加工能不能实行集中专业化思考，基础管理能不能实行专业化外包。在新旧动能转换中，我们不要刻意去改变一些东西，只要不忘初心，把我们现有的潜力挖掘出来，把产品做专做精，把企业做优做强，就是新旧动能转换，就是转型升级。

商会顾问张建东在发言中讲到，在新旧动能转换上涉及的方面非常多。我建议，每个企业都要考虑一下，科技创新和渠道创新。打破和颠覆传统的销售模式，使我们的产品形成一种新的销售渠道。关于商会建设上，刚才的工作计划中提出的建立几个平台的建议很好。我们要专注抓几个比较好的平台做起来。

商会顾问李世伟在发言中谈到，工作计划中提出的分片区进行摸底活动非常好。我们根据企业对培训项目的需求，分门别类，分片区进行很便于操作。在人才培养上除了我们市里有扶持政策外，职业学院也有培训基地，我们要通过企业培养和院校培养相结合方式开展培训，才能缓解用人问题。

商会顾问许新升说，2018年商会的五项工作计划内容丰富实际，有一定的高度。在新旧动能转换中，国家有很多扶持政策也给我们提供了一个发展机遇。作为商会健康顾问，我所关心的就是大家的健康问题。随着时代的发展，从个人到国家都越来越重视健康养生的问题。为此，我们淄博昌国医院专门开展了高层次的红色国医走基层活动，每月每季度也都有健康养生讲座。下一步我们还将开展智慧健康养生课程，内容丰富，欢迎商会能够组织大家参与。

商会顾问潘清波建议，在商会层面上多架桥梁。为企业与企业，企业与客户间建立起长期合作共赢的关系。多进行一些产业科技创新，包括政策方面的研究，为会员单位更好更快的发展搭建平台和指明方向。企业家要改变思维方式，沿着企业未来发展的方向和下一步创新的侧重点去奋斗。

新旧动能转换：人才是关键，专家做贡献

新时代、新征程，在召唤人才。实施新旧动能转换更需要人才。发挥好商会专家委员会的重要作用，为企业培训人才已更加凸显。

商会专家委员会主任王好臣在发言时讲到，商会专家委员会成立以后，第一次会议是在华普电机举行的，非常成功。今年专家委员会的工作要围绕新旧动能转换展开工作，主要是在人才培养上。重点做到与相关院校合作，分片区建立技能人才培训基地，开展高级技能人才职称评审、技能鉴定工作，帮助企业引进、培育人才，建立精益管理人才培训基地等。我们专家委员会还将走进企业解决企业技术难题，对商会企业高层管理人员开展精益管理，日常办公用PPT 及文档编辑技巧培训，对技术骨干进行三维 CAD 软件操作培训、数控加工、工业机器人等培训。探讨“新旧动能转换”和校城融合的服务平台，择机构建制造协作网络平台，选择合适企业的产品进行工业设计，探讨工业设计的样板模式等一系列活动。希望专家委员会的这些活动能在新旧动能转换的新形势下为咱会员企业转型升级解决一些实实在在的问题。

商会专家委员会副主任、顾问宫玉敏，肯定了商会今年工作计划（讨论稿），特别是创建的几个服务平台。表示要和商会专家委会的各位专家共同努力，全力为企业做好服务工作，为会员企业实施新旧动能转换重大工程做贡献。

最后，高玲会长作总结讲话。她讲到，时间过得总是很快，不知不觉中几个小时又过去了。今天的会长办公会没有套话虚话，都在为商会的发展出谋划策。会后，秘书处会将大家的建议整理，补充完善到全年的工作计划当中去。还有很多工作我们会在实际运行当中不断的完善、调整和提升。我们商会工作的薄弱环节还在于国家的发展和企业的发展不对称，政府的思路跑的太快，企业的身体跟的太慢。所以我想在年会工作计划中增加一项我们和政府对话能力的建设。我们商会要做的是实时地跟上政府的步伐，使政府的一些政策形成有效的手段来推动产品和企业的发展。另一方面我们商会要与省装备制造业协会有效结合，要做到省市联动。大数据时代到来了，我们要站在省协会的平台上，要有全球的视野。作为市级协会如何指导行业企业加快实施新旧动能转换，我们强调定位要高、格局要大、视野要宽、跟的要紧、反应的要快、发展的要规范、要求的要严格。使商会工作适应新旧动能转换的新要求。
