Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Selection and Recommendation of Typical Products, Applications, and Service Cases of New Generation Information Technology in 2023

According to the Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Selection of Typical Products, Applications, and Service Cases of New Generation Information Technology in 2023 (MIIT Letter [2023] No. 115), we are now organizing the selection and recommendation of typical products, applications, and service cases of new generation information technology in 2023. The relevant matters are notified as follows:

1、 Call for Content

With the theme of the integration of new generation information technology and manufacturing industry, a group of excellent typical cases will be selected around typical products, typical applications, and typical service models. Product cases widely recognized by the industry and applied by enterprises will be excavated and promoted, providing a path reference for various regions and enterprises to apply new generation information technology and promote high-quality development.

（1） Typical Product List

Solicit excellent industrial software products, create a batch of software products with independent intellectual property rights, advanced technology, industrialization or already deployed and applied in the industry, accelerate the improvement of industrial software independent innovation capabilities, expand and strengthen the software industry, and support the high-quality development of the industrial software industry.

（2） Typical application cases

1. Collect innovative pilot application cases of the industrial Internet platform, focus on the key problems faced by the digital transformation of industrial enterprises, select a batch of typical cases around six application models, including platform based design, digital management, intelligent manufacturing, networked collaboration, personalized customization, and service-oriented extension, and promote profound changes in enterprise production methods, organizational models, and business paradigms, so as to inject new momentum and vitality into the digital transformation of the manufacturing industry.

2. Collect typical application cases of blockchain, focusing on five directions: innovative blockchain technology and products, real economy, livelihood services, smart cities, and government services. Collect a batch of exemplary and promotable application cases that have been applied and implemented, and accelerate the innovation and development of the blockchain technology industry.

3. Collect typical application cases of cloud computing for enterprises, targeting small and medium-sized enterprises and entrepreneurial enterprises in key industries to rent IaaS, PaaS, and SaaS services, large enterprises to build their own private clouds or adopt hybrid clouds, as well as cloud computing innovation technologies, products, tools, and services from cloud vendors. Collect a batch of typical cases that have been applied and implemented, summarize innovative business model operation practices, explore deep cloud computing paths for enterprises, and promote high-quality development of the cloud computing industry.

（3） Typical service mode

1. Collect cases of school enterprise talent training services, explore new models of talent cultivation through government industry school enterprise linkage, stimulate the pilot enthusiasm of localities, schools, and enterprises, promote the mature implementation of replicable and promotable collaborative education models, and accelerate the construction of a world-class talent center and innovation highland in the field of information technology.

2. Collect a number of "standardization+" workstations jointly built by standardization professional institutions and local organizations, carry out activities such as standard verification, standard implementation evaluation, training and teaching, standard services and international standardization promotion relying on the workstations, and carry out regional standards promotion and evaluation services in the fields of industrial Internet platform, digital transformation, software, blockchain, cloud computing, big data, and software capability maturity, so as to meet the standardization needs of local enterprises and governments, and get through the "last mile" of standardized applications.

2、 Declaration conditions

Typical case applicants include manufacturing enterprises, information technology enterprises, Internet enterprises, research institutes, colleges and universities or their consortia, which should be registered in Shandong Province, have independent legal personality, and have good economic strength, technology research and development and integration development capabilities. For cases that have already been listed as typical cases of the same type in the previous period, they cannot be repeatedly declared.

3、 Declaration quantity

（1） Excellent industrial software products. Jinan recommends no more than 15 cases, Yantai and Jining recommend no more than 8 cases, and other cities recommend no more than 3 cases.

（2） Industrial Internet platform innovation pilot application case. The recommended number of cases in Jinan, Yantai, Weifang, Jining, Weihai, Zibo, and Tai'an shall not exceed 15, and the recommended number of cases in other cities shall not exceed 10.

（3） Typical application cases of blockchain. The recommended number of cases in Jinan, Yantai, Weifang, Jining, Weihai, Zibo, and Tai'an shall not exceed 10, and the recommended number of cases in other cities shall not exceed 5.

（四）企业上云用云典型案例。济南、烟台、潍坊、济宁、威海、淄博、泰安推荐数量不超过15个，其他市推荐案例数量不超过10个。

（五）典型服务模式方向。人才实训服务典型案例、“标准化+”工作站典型案例各市推荐数量各不超过5个。

（六）省属企业、中央驻鲁企业等通过属地报送，不占各市指标。

4、 Regarding requirements

各市工信局要积极组织企业申报，指导填写案例申报书（附件1-5）。其中，“工业互联网平台创新领航应用案例”申报时要按照其申报书（附件2）要求，在平台（https://wenjuan.cii-contest.cn）填写，并下载打印申报书（带系统水印），同时在封面和责任声明处盖章。各市工信局要履行属地责任，加强对申报资料的审核把关，确保申报材料的真实性、可靠性，于2023年6月11日前，将加盖公章的单位推荐文件、案例推荐汇总表（附件6）和企业案例申报书（电子版光盘一份、纸质版申报书一式两份）通过EMS方式邮寄至省工业和信息化厅（济南市历下区省府前街1号）。我们将组织专家或第三方机构评审，入围典型案例推荐名单的企业需在电子申报系统（119.161.169.27:9002）注册，填写企业基本信息，下载申报书并填写上传（入围名单另行通知）。
