Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application Work for the 2023 Shandong Provincial Enterprise Technology Innovation Project Plan (First Batch)

Each city's industrial and information technology bureau, relevant units:

In order to thoroughly implement the spirit of the Provincial Conference on Strengthening and Accelerating the High quality Development of Industrial Economy, implement the work report of the provincial government, enhance scientific and technological innovation, improve self-reliance and self strengthening level, strengthen the independent innovation ability and core competitiveness of enterprises, promote the upgrading of industrial foundation and modernization of industrial chain, we are now organizing the application work for the first batch of enterprise technology innovation project plan in Shandong Province in 2023. The specific matters are notified as follows:

1、 Declaration requirements

（1） The project undertaking unit must be an independent legal entity registered within Shandong Province, with a high level of management and strong profitability. We attach great importance to R&D investment, and the proportion of R&D investment to operating revenue in the previous year should not be less than 2.5% (for operating revenue exceeding 400 million yuan, the R&D proportion can be relaxed to not less than 2% or R&D investment should not be less than 100 million yuan). The applying unit should have an independent research and development institution and a dedicated team of research and development personnel. The project leader must be a formal employee of the project application unit or a person whose employment period can cover the project execution period. The project R&D team should consist of no less than 5 members.

（2） The project focuses on tackling key core technologies in iconic industrial chains such as new generation information technology, high-end equipment, high-end chemicals, advanced materials, pharmaceuticals, light industry, textiles and clothing, and food. The implementation of the project has a good demonstration and driving effect on cultivating future industries, transforming and upgrading traditional industries, and ensuring the security of the industrial and supply chains. Encourage "chain owner" enterprises to play a leading role and take the lead in conducting technological breakthroughs in key areas and key links of the industrial chain.

（3） The project complies with relevant national and provincial industrial policies, and has been officially approved and implemented by the enterprise. The implementation progress is not yet halfway through, and the implementation period should not exceed 2 years in principle. The project helps to enhance the collaborative innovation capability of the industry, has complete independent intellectual property rights, and the research and development cost is generally not less than 4 million yuan. The expected benefits of the project are good, with a promising market outlook. After completion, the expected annual sales revenue of new products (including export earnings) will not be less than 8 million yuan. After the project is completed, it should be able to generate innovative achievements (new technologies, new products, new processes) and independent intellectual property rights (patents, standards, etc.). The research and development content of the declared project shall not be the same or similar to other provincial-level projects that have already been approved.

（4） The project has clear technological innovation points, high technical content, and strong feasibility. Highlighting key core technologies, common technologies in the industry, filling gaps in the domestic market, and developing new technologies, products, and processes to achieve domestic substitution, in order to enhance the overall competitiveness of the industry. Priority support will be given to projects that have applied for international patents and participated in the development of national and industry standards.

（5） Encourage collaborative research and development among industry, academia, and research institutions. Encourage enterprises to use projects as carriers, leverage their innovative role, vigorously introduce high-level talents from universities and research institutions, promote the industrialization of scientific research achievements, and achieve integrated innovation.

（6） Establish a special project for the improvement of safety production technology, encourage the generation of a batch of patents and standards in the field of safety production technology improvement, overcome a batch of key technologies, and develop a batch of new products.

（7） Establish a special project for improving industrial water-saving technology, encourage industry university research cooperation, strengthen the research and development of water-saving technology processes, and promote equipment manufacturing.

（8） Declaration quantity. Adhere to the principle of selecting the best candidates for application, with each enterprise applying for one item per batch. According to the scale of the enterprise's operating income and R&D investment capacity in the previous year, the number of declarations should be appropriately relaxed (for the previous year's operating income of 20-400 million, no more than 3 items; for the previous year's operating income of 400-1 billion, no more than 7 items; for the previous year's operating income of 1 billion and above, no more than 12 items).

2、 Declaration time

（1） Enterprise declaration period: March 13th to April 3rd.

（2） Review period: March 13th to April 6th.

3、 Declaration method

Implement online declaration. Applying for the enterprise to enter the Smart Industry and Information Technology Comprehensive Service Platform of Shandong Provincial Department of Industry and Information Technology（ https://zhpt.gxt.shandong.gov.cn ）In the "Business Processing" section, select the Shandong Province Technology Innovation Project Application Management System, enter the system through "Legal Person Login", maintain the basic information of the enterprise, select the corresponding year and batch, add and fill in the basic information of the project, and prepare and upload the "Shandong Province Enterprise Technology Innovation Project Application Form" (Attachment 1) as required. The basic information of the enterprise and project filled in the system must be completely consistent with the application form. After the declaring enterprise submits through the management system, the industrial and information technology departments at all levels, the central government stationed in Shandong, and provincial enterprises will review and submit through the system level by level.

The industrial and information technology bureaus of each city, as well as the central and provincial enterprises stationed in Shandong, carefully review and recommend the basic information and project applications submitted by their subordinate enterprises, ensuring that the project information is true, effective, and consistent. After recommendation through the application management system, the "Shandong Province Enterprise Technology Innovation Project Recommendation Summary Table" (Attachment 2) is exported from the system and submitted together with the recommendation documents to the Science and Technology Department of the Provincial Department of Industry and Information Technology before April 10th.

4、 Project review and issuance

The Provincial Department of Industry and Information Technology will organize experts to evaluate and select recommended projects based on the review opinions of various municipal departments of industry and information technology, the central government stationed in Shandong, and provincial enterprises. Issue a project plan based on expert opinions.

5、 Regarding requirements

（1） Please ask the industrial and information technology bureaus of each city, the central government stationed in Shandong, and provincial enterprises to carefully organize project application and review in accordance with the requirements of the notice, and strictly review the application materials, and submit them within the prescribed time limit. Actively guide and support enterprises to increase R&D investment, carry out R&D activities, establish R&D institutions, strengthen the construction of R&D personnel teams, promote enterprises to enhance their independent innovation capabilities, carry out key core technology (product) research and development, and develop new products, technologies, and processes. Organize enterprises to accelerate the implementation of technological innovation projects, provide guidance and services for project organization and application, and ensure project quality and level.

（2） Selected projects must participate in scheduling management on schedule and submit project implementation progress in a timely manner. The project funds are self raised by the enterprise, and the applying enterprise should separately collect and account for the project research and development funds, and manage them in a scientific and standardized manner.

（3） In the process of project application and implementation, if the enterprise engages in fraudulent, impersonation, infringement of intellectual property rights and other bad credit behaviors, once verified, the project application and other related qualifications will be cancelled.
