Shandong Provincial Department of Industry and Information Technology: Notice on Soliciting Technology and Talent Needs of Advanced Materials Industry Chain Enterprises and Promoting New Technologies and Products
Each city's industrial and information technology bureau, relevant units:
In order to thoroughly implement the requirements of the "Shandong Province Iconic Industry Chain Industry University Research Collaborative Innovation Action Plan" (Lugong Xinji [2022] No. 203), strengthen the collaborative innovation of industry university research, solve the technical and talent needs of enterprises, and promote the industrialization of innovative achievements in universities and research institutes. We are currently conducting a collection of technology, talent demand, and recommended new technologies and products for advanced materials industry chain enterprises. The specific matters are notified as follows:
1、 Scope of solicitation
（1） Technical requirements: Based on the technical challenges that limit the high-quality development of our enterprise and industry, we will sort out and propose the technical, process, material, and other requirements that need to be jointly solved by domestic universities and research institutes.
（2） Talent demand: The relevant demands mainly focus on solving key technology, transformation and development issues faced by enterprises. The demands should be relatively specific and clear, and those that can be met through general recruitment do not need to be filled in.
（3） Recommended new technologies and products: New technologies and products developed in the past three years with advanced technology, clear property rights, reliable quality, and broad market prospects, with a focus on accelerating the application process through promotion and demonstration.
The fields of this solicitation include but are not limited to carbon fiber, glass fiber, aramid fiber, advanced steel, advanced aluminum alloy, advanced copper alloy, etc. Other fields are requested to be submitted by cities and enterprises based on their respective development foundations and actual needs for forging long boards and filling short boards.
2、 Work Procedure
（1） Enterprise reporting.
1. When submitting technology and talent requirements, it is necessary to fill out the Shandong Province Advanced Materials Industry Chain Enterprise Technology and Talent Requirements Table (see attachments 1 and 3). The relevant requirements should be as specific as possible, clarifying the relevant technical parameters, existing bottleneck problems, and other requirements, in order to facilitate the matching of suitable professional talent teams.
2. To report new technologies and products that can be promoted, the Shandong Province Advanced Materials Industry Chain Enterprise New Technology and Product Promotion Form (see Attachment 5) must be filled out.
（2） Review by various cities. Each city's industrial and information technology bureau should carefully organize interested enterprises in the city to submit relevant materials, ensure that the materials are true and reliable, and summarize them on a city by city basis before March 10th (please fill in attachments 2, 4, and 6) and provide feedback to the email. Direct submissions from enterprises are not accepted.
（3） Demand push. The Provincial Department of Industry and Information Technology will sort and summarize the materials submitted by each city, and, on the premise of voluntary disclosure of needs by enterprises, will work with the Provincial Department of Education, the Provincial Department of Science and Technology, and higher education institutions and research institutes inside and outside the province to connect. For those with definite intention needs, they will communicate separately, promote our province's enterprises and push relevant needs, attracting domestic industry university research advantages resources to gather in our province.
（4） Organize activities. The Provincial Department of Industry and Information Technology will organize relevant enterprises to go to higher education institutions and research institutes inside and outside the province according to work requirements and targeted needs of enterprises. Expert and professor teams will enter advantageous industry clusters or chain leading enterprises in the province, carry out precise docking between industry, academia and research in the province's advanced materials industry chain, and promote new technologies and products. This will promote the deep integration of industry, academia and research, drive industrial technological progress and innovation capabilities.
（5） Regarding requirements. Please voluntarily and truthfully fill in the form. This notice will be issued simultaneously by the Science and Technology Department and the New Materials Industry Department of the Provincial Department of Industry and Information Technology. Each city's Science and Technology Department is requested to take the lead, and the New Materials Industry Department will simultaneously carry out the demand sorting work.
