Notice from the Department of Science and Technology of Shandong Province on Organizing the Application Work for the 2023 Shandong Province Science and Technology based Small and Medium sized Enterprises Innovation Capability Enhancement Project

In order to implement the "List of Policies for Stabilizing the Medium and Improving the Medium and Advancing Quality in 2023" and the "Key Work Tasks for Building a Green, Low carbon and High quality Development Pilot Zone in Shandong Province in 2023", and in accordance with the "Implementation Measures for the Shandong Province Science and Technology based Small and Medium sized Enterprise Innovation Capability Enhancement Project" and other regulations, we are now organizing the application work for the 2023 Shandong Province Science and Technology based Small and Medium sized Enterprise Technology Innovation Capability Enhancement Project (hereinafter referred to as the "Enhancement Project"). The relevant matters are notified as follows:
1、 Supporting objects
Enterprises registered in Shandong Province and obtaining the registration number of the National Science and Technology based Small and Medium sized Enterprise Information Database in 2023, and carrying out industry university research cooperation activities on key technology research and achievement transformation with key universities or strong research institutes with disciplinary advantages and characteristics around key support directions.
2、 Support key areas
We will focus on supporting innovative projects with high technological content and good market prospects in emerging industries such as integrated circuits, new generation information technology, new materials and new energy, high-end equipment, biomedicine, modern agriculture, and marine technology that are key to the development of our province, as well as industries that urgently need to make up for their shortcomings, especially in the manufacturing industry, which has strong driving capabilities.
3、 Support methods
The improvement project is organized and implemented through provincial and municipal linkage, competitive selection, and direct subsidies. The provincial financial support amount shall not exceed the municipal financial support amount in principle.
4、 Declaration requirements
1. The applying enterprise must focus on the direction of key industrial fields, and jointly apply and organize implementation through industry university research cooperation with key universities or strong research institutes with disciplinary advantages and characteristics. The applying enterprise shall review and be responsible for the application qualifications of the cooperating units, sign a joint application agreement with the cooperating units, and the joint application agreement shall clearly stipulate the tasks, goals, responsibilities, and funds (including provincial allocated financial funds and self raised funds) to be undertaken by each party, and specify the signing time of the agreement.
2. The declared project conforms to the development direction of national industrial policies, has high technological level, clear and specific target tasks, quantifiable and assessable expected technical indicators, and can form technological achievements and industrialization indicators with independent intellectual property rights upon completion of the project.
3. The support intensity of provincial-level financial funds for each project shall not exceed 500000 yuan, and the support intensity of municipal level financial funds for each project shall not be less than 200000 yuan in principle. The ratio of newly self raised funds to the amount of provincial-level financial funding applied for shall not be less than 2:1. If the provincial allocated financial funds for the project do not reach the requested funding limit, the project applicant and cooperating units shall commit to resolving the shortfall through self financing.
4. The project leader is generally the main proposer of research ideas and the actual research personnel leading the research. They must have a high level of scientific research and innovation ability, and be able to lead and complete the project research work during the task period. Encourage young researchers and enterprise technology envoys to apply for projects as project leaders; Encourage the overall migration of eligible high-tech enterprises to apply for projects.
5. Each enterprise and project leader can only apply for one improvement project this year. Each enterprise and project leader shall lead no more than 2 provincial science and technology plan projects under research.
6. The implementation period of engineering projects generally does not exceed two years, with the date of issuance of project approval documents as the starting time; For a type of new drug research and development project, the execution cycle has been relaxed to 3 years.
7. The declaring unit shall be responsible for the authenticity of the indicators, data, relevant certificates, and attachment materials involved in the declaration materials. The consequences caused by providing false materials shall be borne by the declaring unit itself. After the acceptance of the application project, in principle, the application unit and person in charge cannot be changed, and the content of the application materials cannot be changed. Confidential projects can only be declared after the declassification process meets the regulations.
8. When recommending projects, the science and technology departments of each city should clarify the leading industries for local key development, as well as the expected performance of project implementation in stabilizing and improving the regional economy, especially in boosting and accelerating the regional industrial economy and cultivating high-tech enterprises. The recommended projects should be consistent with the leading industries of regional key development in principle.
9. The project applicant and project leader must sign a letter of commitment to integrity. The project application unit and project leader should have a good scientific research integrity status, no record of serious dishonesty in scientific research during the disciplinary execution period, no "green threshold" system not supported or relevant social credit "blacklist" records.
5、 Declaration process
1. This application was submitted through the Shandong Science and Technology Cloud Platform, and the project leader logged in to their personal application account (login website:) https://cloud.sdstc.gov.cn/ ）Afterwards, find the online hall - Projects - Shandong Province Science and Technology based Small and Medium sized Enterprise Innovation Capability Enhancement Project, and fill out the project application form and other contents online according to the relevant prompts and requirements of the system. After completing all the forms, they will be reviewed and submitted by the enterprise management account. The deadline for online application by the enterprise is March 15, 2023.
2. According to the principle of territorial management, the science and technology bureaus of each city shall review and select projects as required to be included in the municipal science and technology plan for support, and recommend the best ones. The recommended deadline for each city's science and technology bureau is April 15, 2023. At the same time, written recommendation opinions shall be formed and submitted to the Provincial Department of Science and Technology along with the project recommendation summary table. The relevant supporting documents for project approval in each city are uploaded through the system.
To reduce the burden on researchers, no relevant paper materials are required for this application; After the preliminary determination of the project approval plan, the approved project needs to provide a complete set of paper materials for archiving and preservation. The paper materials should be completely consistent with the online application materials, otherwise the project approval qualification will be cancelled.
6、 Other matters
After logging into the system, the project application unit shall organize and complete the project application materials according to the reference template of the application form. Each unit should arrange the submission and review time reasonably to avoid centralized uploading or review near the system shutdown. Any consequences caused by uploading or reviewing time issues shall be the responsibility of the project application unit and the science and technology bureaus of each city.
2. As project recommendation units, the science and technology departments of each city are responsible for organizing local project application, review, selection and approval, and project management; We must attach great importance to and conscientiously organize project applications to ensure the quality and progress of the implementation of the 2023 innovation capability enhancement project for technology-based small and medium-sized enterprises.
3. The Provincial Department of Science and Technology strictly adheres to the principles of openness, fairness, and impartiality in the process of project application and review, and does not entrust any unit or individual to engage in agency services such as project application and approval; We do not advocate or recommend that the reporting unit entrusts any unit or individual to provide intermediary services for a fee. Please remain vigilant and avoid being deceived and causing unnecessary losses for the reporting unit. If cadres and employees of the Provincial Department of Science and Technology participate in the application of projects, they shall comply with the "Implementation Measures for Standardizing the Innovation and Entrepreneurship of Cadres and Employees" issued by the Party Group of the Provincial Department of Science and Technology, and the personnel participating in the project application shall actively report.
