Forwarding the Notice of Shandong Provincial Department of Industry and Information Technology and Shandong Provincial Department of Finance on Organizing the Application for the First Batch of Financial Special Projects for Intelligent Technology Transformation in 2021

The Department of Industry and Information Technology and the Department of Finance of Shandong Province recently jointly issued a notice on organizing the application for the first batch of financial special projects for intelligent technology transformation in 2021.

The full text of the notice is as follows:

According to the Notice of the Shandong Provincial Department of Finance and the Shandong Provincial Department of Industry and Information Technology on Issuing the Implementation Rules for Provincial Financial Support for High level Technological Transformation and Other Policies (Lu Cai Gong [2021] No. 1), the relevant matters regarding the application for the first batch of financial special projects for intelligent technological transformation in 2021 are hereby notified as follows.

1、 Scope of Support

For enterprises under construction or newly started, intelligent chemical plants, digital workshops and intelligent technology transformation projects based on industrial Internet transformation, which apply the new generation of information technology.

2、 Support methods

Intelligent technology transformation projects within the above scope and meeting the following application conditions and requirements will be supported by equity investment or financial incentives (the same intelligent technology transformation project can only apply for one way of support). The purchase costs of production, testing, research and development equipment and supporting software and hardware systems, as well as the purchase costs of intellectual property and scientific and technological achievements during the construction and transformation process of the intelligent technology transformation project will be supported at a ratio of no more than 10%, with a maximum of 5 million yuan per household enterprise. For projects supported by equity investment methods, the investment amount is not limited by the above standards.

The provincial finance will moderately increase the support standards for relevant intelligent technology transformation projects implemented by enterprises with comprehensive evaluation results of "yield per mu" as Class A, or for "zero increase land" intelligent technology transformation projects implemented by enterprises, with a maximum increase of 20%.

3、 Declaration conditions

1. Enterprises registered within the administrative region of Shandong Province (excluding Qingdao) with independent legal personality.

2. The project is an intelligent technology transformation project.

3.项目在2018年1月1日-2021年6月30日期间取得了项目备案或核准文件。

4.已依法办理环保、安全、节能、土地、规划等项目开工建设前应当具备的相关手续。

5.项目当年完成的设备、配套软硬件系统的单项购置费10万元以上，且总额不低于100万元（以发票时间和金额为准），且为在建或新开工项目。申报设备不包括二手设备。

6.2021年1月1日-2021年6月30日期间，项目承担企业无不良信用记录，信用中国（山东）查询为准。

7.其他必要条件。

Joint declaration documents of municipal industry and information technology and financial departments. The declaration document contains three attachments:

（一）2021年山东省智能化技术改造项目财政奖补资金申请汇总表（仅填写申请财政奖补资金的智能化技术改造项目、详见附件1）；

（二）山东省智能化技术改造项目财政奖补资金申请报告。

An enterprise's project fund application report may be compiled by the enterprise itself or by a qualified engineering consulting agency. Specifically include the following:

1.项目单位基本情况，2020年度的财务状况和纳税情况。

2.项目的基本情况，主要包括项目符合产业政策情况；项目建设内容和建设规模，必须明确生产规模、产品方案、工艺技术和流程、主要设备及选型、原材料等；项目建设地点、建设计划和进度安排、智能化改造特点、项目预期效益情况；项目计划投资规模，投资使用方案，资金来源；项目进展情况；2021年1月1日-2021年6月30日期间，购置设备、配套软硬件系统及知识产权、科技成果具体情况以及先进性分析。

3.2021年1月1日-2021年6月30日期间，项目在建设过程中，购置设备及配套软硬件系统专用发票复印件（进口设备需提供海关进口货物报关单、进口关税专用缴款书或进出口货物征免税证明、进口增值税专用缴款书复印件，进口关税专用缴款书或进口增值税专用缴款书填发日期应在2021年1月1日-2021年6月30日）；知识产权、科技成果购置费用应提供购买合同、付款证明、卖方开具给买方的发票、知识产权或科技成果的过户资料等。同时提供明细表（详见附件2，同时提供Excel电子版）。

4.2018年1月1日-2021年6月30日期间取得的项目备案或核准文件（可提供复印件）。

5. Environmental protection, safety, energy conservation, land, planning and other projects should have the relevant procedures before construction (can provide a copy).

6. A copy of the business license of the enterprise (three certificates in one).

7.所在县（市、区）工业和信息化部门出具的技术改造项目在建（或新开工）、“零增地”技术改造项目证明等。（详见附件3）

8.企业2020年度审计报告。须包括资产负债表、现金流量表、损益表。

9.项目绩效目标申报表。（详见附件4）

10.其他需要证明的资料。

11.项目真实性承诺书。（详见附件5）

以上材料需真实、合法、完整，复印件加盖企业公章，按上述顺序装订成册。

（三）《2021年山东省工业和信息化发展领域股权投资项目汇总表》（详见附件6，填写申请股权投资支持方式的企业）。

此外，申请股权投资支持的智能化技术改造项目请按照附件7要求提报材料。

5. declaration procedure

企业按照属地原则，向当地工信部门提出资金申请。地方工信、财政部门对企业材料进行审核，对符合条件的项目逐级联合上报省工业和信息化厅、省财政厅。

对股权投资项目，省工业和信息化厅会同省财政厅初审后推荐给股权投资受托管理机构，由其与企业进行具体对接，确定投资相关事宜。

六、其它要求

（一）已获得省级工业和信息化领域财政政策支持的项目，原则上不予重复支持；同一个独立法人只能申报一个项目（文件另有规定的除外）。

（三）获得省级财政资金支持的企业，应自觉接受审计、监察、财政、工信等部门的监督检查,并积极配合有关部门做好绩效评价工作。对于弄虚作假或采取不正当手段骗取补贴资金的企业，一律取消补贴资格，并依法依规追究责任。

（四）市级工业和信息化部门请于8月20日前将联合申报文件（包括3个附件，3份纸质版、1份电子版光盘）及2021年财政股权投资申请材料（1份纸质版、1份电子版光盘）报省工业和信息化厅。

(五）未尽事宜，以《山东省财政厅山东省工业和信息化厅关于印发省级财政支持高水平技术改造等政策实施细则的通知》（鲁财工〔2021〕1号）为准。
