Forwarding the Notice of the Ministry of Science and Technology on Holding the National Disruptive Technology Innovation Competition (Guoke Fa Huo [2021] No. 195)
To the science and technology departments (commissions, bureaus) of each province, autonomous region, municipality directly under the central government, and city specifically designated in the state plan, the science and technology bureau of Xinjiang Production and Construction Corps, the management committees of various national high-tech industrial development zones, and relevant units:
In order to thoroughly implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, implement the relevant deployments of the 14th Five Year Plan and the 2035 Vision Outline, highlight disruptive technological innovation, strengthen the supply of disruptive technologies, cultivate a disruptive innovation culture, explore new mechanisms for the "discovery selection cultivation" of disruptive technologies, and focus on discovering and excavating a number of disruptive technology directions, the Ministry of Science and Technology will hold the National Disruptive Technology Innovation Competition (hereinafter referred to as the "Competition"). The relevant matters are hereby notified as follows.
1、 Guiding ideology
大赛以习近平新时代中国特色社会主义思想为指导，深入贯彻落实党中央、国务院重大决策部署和创新驱动发展战略，紧紧围绕全球科技革命大趋势和产业变革大方向，在认真研判颠覆性技术创新特点和规律的基础上，探索建立颠覆性技术发现和遴选的新机制，挖掘具有战略性、前瞻性的颠覆性技术方向，在全社会营造颠覆性技术创新的良好生态，带动我国原始创新能力和产业竞争力提升，为我国产业转型升级和经济高质量发展提供强大动力引擎。
2、 Registration for the competition
The competition encourages projects with disruptive technological potential to participate through open solicitation and key recommendations to the society. Units that meet the entry requirements can log in to the official website of China Innovation and Entrepreneurship Competition (www.cxcyds. com) to register for the competition. The registration deadline is August 20th, 2021. The competition does not charge any fees to the participating projects.
3、 Event arrangement
The organizing committee of the competition is responsible for organizing and implementing the competition. The organizing committee's office is located at the Torch High tech Industry Development Center of the Ministry of Science and Technology, responsible for the specific implementation of various tasks related to the competition. The competition consists of preliminary screening, field competition, and finals.
（1） Initial screening. Organized by the Office of the Competition Organizing Committee. On the basis of reviewing the completeness and compliance of the information of the participating projects, preliminary selection of the participating projects is carried out through a comprehensive evaluation mode by an expert group.
（二）领域赛。由大赛组委会办公室联合省级科技管理部门或国家高新区管委会共同组织。对参赛项目进行优化分组，举办若干场领域赛，采取项目路演答辩方式进行。
（三）总决赛。由大赛组委会办公室联合省级科技管理部门或国家高新区管委会共同组织。采取项目路演答辩方式遴选出优胜项目，并推荐进入科技部颠覆性技术备选库。
4、 Job requirements
（一）请各地方科技管理部门和国家高新区管委会积极宣传并广泛动员，深入挖掘和组织具有颠覆性技术苗头的项目参加比赛，为参赛项目提供相关政策支持和增值服务，建立完善长期跟踪和服务机制。
（二）请省级科技管理部门和国家高新区管委会认真组织，推荐在颠覆性技术发现和识别等方面具有研究基础的战略专家、行业专家、金融投资专家、技术专家等进入大赛专家备选库。推荐截止日期为2021年8月15日。
（三）各省级科技管理部门负责组织对本地区晋级总决赛的项目开展尽职调查。
