The evaluation of scientific and technological achievements (the original appraisal of scientific and technological achievements) is an important link in the transfer and transformation of scientific and technological achievements. It is an objective evaluation conclusion made by peer experts on the scientificity, creativity, progressiveness, feasibility and application prospects of scientific and technological achievements. It is a necessary prerequisite for the application of various scientific and technological awards and a powerful proof of the transformation and application of achievements.

In August 2016, the Ministry of Science and Technology officially abolished the "Measures for the Appraisal of Scientific and Technological Achievements" and successively issued the "Decision on Improving the Evaluation of Scientific and Technological Achievements" and the "Measures for the Evaluation of Scientific and Technological Achievements". According to regulations, in the future, science and technology administrative departments at all levels will no longer organize their own evaluation of scientific and technological achievements, and will entrust professional evaluation institutions to carry out the evaluation of scientific and technological achievements.
