Notice on Soliciting the Promotion Catalogue of New Technologies, Equipment (Products) for Energy Conservation and Environmental Protection Industry in Shandong Province in 2017

Economic and Information Technology Commission (Qingdao Municipal Development and Reform Commission) and Energy Conservation Office of each city:
In order to encourage and support the development and application of new technologies and equipment (products) in the energy conservation and environmental protection industry in our province, fully leverage the demonstration and driving role of advanced technologies and equipment (products), promote the steady development of the energy conservation and environmental protection industry in our province, and assist in the transformation of old and new driving forces in the province, after research, it has been decided to carry out the collection and promotion of new technologies and equipment (products) in the energy conservation and environmental protection industry in Shandong Province in 2017. The relevant matters are hereby notified as follows:
1、 Scope of solicitation
The new technologies, equipment (products) involved in the energy conservation and environmental protection industry that can provide material basis or technical support for energy and resource conservation, the development of circular economy, and the protection of ecological environment.
2、 Declaration conditions
The applying enterprise (unit) should be registered and have independent legal personality within the Shandong Province region. The new technologies and equipment (products) collected should meet the following conditions:
1. Comply with relevant national and provincial industrial policies;
2. Clear intellectual property or proprietary technology property rights;
3. Advanced applicability, wide range of applications, broad market prospects, and significant economic, environmental, and social benefits;
4. The radiation has a significant driving effect, which helps to adjust the industrial structure and enhance the core competitiveness of the industry.
3、 Work Procedure
节能环保产业新技术、装备（产品）征集和推广工作按照企业（单位）自愿申请、部门筛选、专家审议、公开发布的原则和流程进行。
1.申报。企业编制申报材料，并向所在市节能办提交申请。省属企业、事业单位、大中院校、科研院所可直接向省政府节能办提出申请。
2.上报。各市节能办对辖区内企业申报材料进行初审把关后，集中上报。
3.评审。省经信委、省政府节能办组织专家进行评审。
4.发布。专家评审结果通过省经信委网站向社会公示，公示期限为7个工作日。公示期满无异议的，由省经信委、省政府节能办对外发布《2017年山东省节能环保产业新技术、装备（产品）推广目录》，并探索多种途径进行推广。
4、 Other requirements
1.申报企业（单位）要认真填写申报表，申报信息填写完整，经法人代表签字并加盖单位公章后报市节能办。申报企业（单位）须对上报的资料和数据负责，确保材料真实、规范和完整。对弄虚作假的，取消评审资格。
2.各市节能办对申报材料进行把关审查后，于8月4日前将申报材料汇总报送至省经信委（省政府节能办）节能综合协调处，纸质材料一式三份（电子版发至邮箱）。每市申报项目原则上不少于10个。
