Notice on Implementing the "Notice on Organizing the Recommendation of the Second Batch of Manufacturing Industry Single Champion Enterprises and Single Champion Products"

　　On April 12th, our committee issued the "Notice on Issuing and Organizing the Recommendation of the First Batch of Shandong Province Manufacturing Industry Single Champion Enterprises" (Lujing Xinchan [2017] No. 143). Recently, we received a notice jointly issued by the General Office of the Ministry of Industry and Information Technology and the China Federation of Industrial Economics on organizing the recommendation of the second batch of manufacturing industry single champion enterprises and single champion products (MIIT Industry Letter [2017] No. 251) (Attachment 1). To ensure the integration and connection of the above two notification tasks, the relevant matters are hereby notified as follows:

　　1、 On the basis of applying for the "Shandong Province Manufacturing Industry Single Champion Enterprise", organize the recommendation of the second batch of national manufacturing industry single champion enterprises

　　Units that have already applied for the Shandong Province Manufacturing Industry Single Champion Enterprise will no longer separately apply for the National Second Batch of Manufacturing Industry Single Champion Demonstration (Cultivation) Enterprises. After expert evaluation organized by the Provincial Economic and Information Commission, they will be recommended to the Ministry of Industry and Information Technology based on merit. If materials need to be supplemented and improved, the Provincial Commission of Economy and Information Technology will notify separately.

　　In order to improve the efficiency of application, the Provincial Economic and Information Commission has organized the development of the "Shandong Province Manufacturing Industry Single Champion Enterprise Application System". Units applying for the "Shandong Province Manufacturing Industry Single Champion Enterprise" must submit their application materials online. After filling out the form online, only one paper document can be submitted to the Provincial Commission of Economy and Information Technology. The specific declaration process is as follows:

　　（1） Online declaration website: Log in to the website of the Provincial Commission of Economy and Information Technology, click on the "Shandong Province Manufacturing Industry Single Champion Enterprise Declaration System" to enter, or directly enter the website https://124.133.230.226:8080/ Enter.

　　（2） Please contact the Industrial Policy Department of the Provincial Economic and Information Commission and relevant industry associations in each city to request the audit account, password, and registration invitation code of our unit. Each declaring enterprise requests a registration invitation code from its recommended unit, logs in to the website, and registers.

　　（3） Each declaring enterprise shall truthfully declare online in accordance with the requirements of the "Shandong Province Manufacturing Single Champion Enterprise Declaration System Operation Guide (Enterprise Users)" (Attachment 2), and the content must be consistent with the paper materials. The declaration system will be closed on May 30th, and once closed, it will no longer be possible to perform reporting operations.

　　（4） The accounts of the economic and information commissions of various cities and relevant industry associations have the authority to review and approve the application materials of the recommended enterprises of our unit in a timely manner in accordance with the "Shandong Province Manufacturing Industry Single Champion Enterprise Application System Operation Guidelines (Audit Department)" (Attachment 3).

　　2、 Organize the declaration of "Manufacturing Single Champion Products"

　　The Notice of the Ministry of Industry and Information Technology on Organizing the Recommendation of the Second Batch of Manufacturing Single Champion Enterprises and Single Champion Products "has added the declaration of manufacturing single champion products on the basis of organizing the recommendation of the second batch of manufacturing single champion enterprises (see Annex 1), aiming to encourage key breakthroughs in market share, production technology, process, product quality and other aspects of single products. Please ask the economic and information commissions and relevant industry associations in each city to immediately conduct a survey on the single champion products in the manufacturing industry according to the application requirements, and organize eligible enterprises to apply. The application materials (including recommendation documents, application forms, relevant supporting documents, etc., four copies of paper materials and electronic CDs) shall be stamped with the official seal as required and submitted to the Industrial Policy Department of the Provincial Commission of Economy and Information Technology before June 15th.

　　3、 Related requirements

　　申报国家级单项冠军企业和产品的重点领域，以工信厅联产业函[2017]251号文件附件所列目录为主（但不仅限于所列目录），请各市经信委和有关行业协会广泛征集、深入挖掘，组织企业按照自身条件选择合适的类别进行申报；同时严格审查、保证质量，确保申报企业的数据可靠、材料真实。
