3、 Regarding the explanation
（1） According to relevant regulations, the collection and management of membership fees shall be subject to the guidance and supervision of all members, and shall be subject to the supervision and audit of the Provincial Department of Finance and the Provincial Audit Bureau. All membership fees shall be collected using the social organization membership fee receipts uniformly printed by the Provincial Department of Finance, and stamped with the association's financial seal.
(II)Recently, the Provincial Party Committee and Government issued the "Implementation Opinions on Reforming the Management System of Social Organizations to Promote the Healthy and Orderly Development of Social Organizations", which pointed out that "we will focus on cultivating and prioritizing the development of industry associations and chambers of commerce. We will support the construction of industry public service platforms based on industry associations, coordinate industry development situations, conduct big data research, and promote industry associations to provide industry key and public services to enterprises on a larger scale. We encourage industry associations and chambers of commerce to build industry exhibition platforms that are closely related to the market and positioned high-end, help enterprises explore the market, and cultivate brands. Established organizational structures such as Information Data Center, Media Center, Member Development Department, International Cooperation Department, Exhibition Department, and Comprehensive Office. We are also recruiting various professional talents. The portal website and official account have been opened, the electronic member address book has been produced and released, and efforts have been made to build the service platform of the Association. The association has made a good start in inter provincial and international exchanges and cooperation, and has received enterprises and groups such as Siemens

In order to regulate the collection, use and management of the membership fees of the Association, and to ensure the normal development of the work of the Association, according to the Ministry of Civil Affairs and the Ministry of Finance (Minfa 〔2003〕95No.) the notice on adjusting the membership fee policy of social organizations and other related issues requires that, in combination with the actual situation of the association, the standard and management measures for the membership fee payment of the association members are specially formulated.

4、 Membership Fee Management Regulations
12. The membership fee shall be collected and managed by the Secretariat, and the Uniform Receipt of Social Organization Membership Fee shall be issued.
2The daily expenses of the Association shall be approved by the Secretary-General, and the expenses of major activities or major projects shall be approved by the President.
3The financial accounts of the association strictly implement the accounting system of non-profit organizations, and accept the inquiry and supervision of the general assembly, the board of directors and members.
4The financial income and expenditure shall be reported to the general meeting of members by the Secretariat on a regular basis and submitted to the audit department for audit every year.
5For members who fail to pay their dues for one year without reason, their membership will be canceled after a vote of the Council.
