Notice on Organizing the Weifang Special Track of the 7th Shandong Intelligent Manufacturing (Industry 4.0) Innovation and Entrepreneurship Competition in 2022

All relevant units:

In order to promote the implementation of the "Ten Innovations" requirements in Shandong Province and the mandatory manufacturing task goals in Weifang City, and to promote the construction of a modern and high-quality city that satisfies the people, the 7th Shandong Intelligent Manufacturing (Industry 4.0) Innovation and Entrepreneurship Competition will be held in Weifang City in 2022, and a special track will be organized in Weifang City. The special track will set up dual rankings for investment needs in key industries and specific needs of city enterprises. The relevant matters are hereby notified as follows:

2、 Participants

A team (no more than 10 people) or individual with strong technological innovation capabilities, certain resource integration and innovation and entrepreneurship abilities nationwide.

3、 Schedule setting

The duration of this competition is 3 months (October December 2022). The basic competition format process is: event launch and release (October November 2022); Tutoring and publicity (early November 2022); Preliminary review and reexamination by the competition organizing committee (October November 2022); Organizational docking (November December 2022); Online voting (end of November 2022); Finals and Awards Ceremony (December 2022).

4、 Track setting

The Weifang Special Track has released the "Weifang Key Industry Direction List" and the "Weifang Enterprise Demand List" respectively. The two rankings do not affect each other, and it is encouraged to participate in the unveiling of the rankings at the same time.

（1） Weifang Key Industry Direction List

1. Advanced manufacturing industry. Including solutions projects such as intelligent warehousing, intelligent robots, fine chemicals, and new materials.

2. New generation information technology. Including high-end software, integrated circuits, new displays

Communication network and other solution projects.

3. Emergency safety. Including solutions for smart fire protection, smart security, and life and health safety.

4. Medical and health care. Including solutions such as medical robots, medical monitoring equipment, intelligent health management platforms, and remote healthcare.

（2） Weifang City Enterprise Demand List

The demand list of enterprises in Weifang City will be released in the form of "unveiling the list and leading the way" (see Annex 1 for details). The organizing committee of the competition is open to national intelligent manufacturing system solution suppliers to participate in the "unveiling", and through organizing enterprise connections and on-site docking, the final unveiling will be achieved. The organizing committee of the competition will assist in the subsequent project approval and related funding efforts.

5、 Reward settings and others

（1） Award Setting

1. Regular awards. Set up first, second, and third prizes in a ratio of 10%, 20%, and 30%, as well as several excellent awards, and also set up an excellent organizational unit award.

2. Provincial honors. The contestants who have won the first place in the final of Weifang special track (the first person who has completed the race and is registered in registered residence Province) and meet the conditions shall be recommended by the competition organizing committee to the Shandong Federation of Trade Unions to apply for the "Shandong May Day Labor Medal" according to the procedure.

3. City level honors. The contestants who win the first prize in the final of the Weifang Special Track will be recommended by the competition organizing committee to the Weifang Federation of Trade Unions in accordance with the procedures to apply for the title of "Weifang Workers' Innovation and Efficiency Expert".

4. Special awards. In the online display and voting process, awards such as Best Popularity Award, Best Creativity Award, Best Team Operation Award, and Most Investment Value Award will be selected based on the technological and innovative nature of the work and the number of votes cast.

（2） Supporting policies

1. Subsidies for venues. Invest and register a company in Kuiwen District, Weifang City, and sign an industrial park housing lease contract with relevant park operators in Qilu Entrepreneurship City. Provide office rental subsidies according to the standards of the highest first prize of 100000 yuan, second prize of 80000 yuan, third prize of 60000 yuan, and excellent prize of 30000 yuan in the competition;

2. Skill support. For the establishment of national, provincial, and municipal skill master studios or technician (master) workstations for employees of enterprises in Weifang City, funding support of 100000 yuan, 50000 yuan, and 20000 yuan will be provided respectively. For enterprise employees who participate in relevant training and obtain technician and senior technician professional qualifications (vocational skill levels), they will be given a one-time training subsidy of 1500 yuan and 2000 yuan respectively. Individuals (teams) who have won awards in the World Skills Competition and National Skills Competition will be rewarded with 20000 to 500000 yuan according to their level of achievement.

3. Talent sponsorship. The national talent project candidates, Mount Taishan industry leading talents and Mount Taishan scholars who have been declared by Weifang or introduced full-time will enjoy the national and provincial support policies, and at the same time, according to the assessment results, the municipal finance will give 1 million yuan to each person respectively. For those who are selected or introduced full-time through the application of Kuiwen District in Weifang City, while enjoying provincial and municipal policies, the district finance will provide funding support of 1 million yuan and 500000 yuan respectively for each person. For patent holders who have obtained domestic and foreign invention patent authorizations, subsidies of 2000 yuan and 1000 yuan will be given for each item.

4. Purchase subsidy. For newly arrived top talents, leading talents, high-end talents, and special talents who meet the conditions for employment and entrepreneurship in Weifang City, a one-time housing subsidy of 3 million yuan, 500000 yuan, 300000 yuan, and 150000 yuan will be given respectively; Newly arrived doctoral students, master's students, undergraduate graduates (preparatory technicians), and college graduates (senior workers) who meet the conditions for employment and entrepreneurship in Weifang City will be given a one-time housing subsidy of 300000 yuan, 120000 yuan, 80000 yuan, and 30000 yuan respectively.

5. Financial support. Provide up to 300000 yuan in entrepreneurial guarantee loans for eligible college students and professional and technical personnel of township institutions who have left or started businesses while working. The maximum loan term shall not exceed 3 years, and the loan interest rate shall not exceed the market quoted interest rate plus 0.5 percentage points. The first year shall be fully subsidized, and the second year shall be subsidized by 2%.

（3） Supporting services

1. Provide DCMM certification, standardization, technology achievement evaluation, technology search, market share, industry ranking certification and other services for enterprises.

2. Provide policy consulting services related to high-tech enterprise certification and evaluation of technology-based small and medium-sized enterprises for enterprises.

3. Provide consulting services for high-quality enterprises in the competition to apply for "specialized, refined, unique and new" enterprises, gazelle enterprises, unicorn enterprises, and individual champion enterprises.

4. Timely connect with investment institutions and partner banks for participating companies with financing needs.

5. The first prize winning projects in the competition are recommended based on merit for the China Electronics Society Science and Technology Award; The award-winning projects are included in the Shandong Electronic Society's Excellent Project Promotion Library and promoted as excellent solution cases.

6. Projects that qualify for the finals of the competition will receive free on-site booth promotion; The winning project of the first prize in the competition was promoted in the special edition of the magazine "Information Technology and Informatization"; The first prize winning project in the competition has been awarded the opportunity to promote the "Shandong Province Electronic Information Industry Comprehensive Service Platform" column.

6、 Registration method

This competition adopts the full online registration process. Contestants can log in to the "Shandong Province Electronic Information Industry Comprehensive Service Platform" (www.sdie. org. cn) on their computer and click on the homepage to enter the "2022 Shandong Province 7th Intelligent Manufacturing (Industry 4.0) Innovation and Entrepreneurship Competition Column" - "Online Registration" to register for the competition.
