Cross regional linkage between Licheng, Mengyin, Qixin Bureau, government, enterprise, and academia to inject vitality into the development of Shandong region
On August 29, 2025, the cross regional cooperation and exchange activity between Licheng District of Jinan City and Mengyin County of Linyi City opened at the Ni's Haitai Hotel in Jinan. This grand event, which brings together the strengths of government, enterprises, academia, and research in both regions, not only builds a solid platform for cross regional coordinated development, but also becomes a vivid practice for Shandong to promote regional coordinated development and activate county-level economic vitality, injecting strong new momentum into industrial upgrading, investment cooperation, and cultural tourism integration between the two places.
This event was chaired by Zhang Yong, Deputy Secretary of the Mengyin County Party Committee. Through in-depth dialogue between government, enterprises, and academia, it promoted consensus building and path planning in key areas such as industrial transfer, project investment, technology transformation, and cultural tourism cooperation between the two regions.
In his speech, Yu Bingji, Deputy Secretary of the Licheng District Committee and District Mayor, profoundly pointed out that as the central urban area of Jinan, Licheng has become a "strong engine" for regional economic development based on its solid industrial foundation, abundant innovative resources, and convenient location transportation; Mengyin, with its rich ecological resources, distinctive industrial foundation, and vast development hinterland, is currently in an accelerated period of high-quality development. The highly complementary development positioning of the two places has given cross regional cooperation unique advantages and also nurtured huge cooperation space.
Miao Yunquan, Deputy Secretary of the Mengyin County Committee and County Mayor, systematically introduced the remarkable achievements of Mengyin in recent years in industrial cultivation, business environment optimization, ecological protection, and other aspects in his speech. And it is emphasized that this cross regional exchange with Licheng is not only a "golden opportunity" for Mengyin to undertake high-quality industrial resources and activate endogenous development potential, but also an important window to promote local characteristic industries to "go global" and cultural tourism brands to "shine".
Song Qiang, member of the Standing Committee of the Mengyin County Committee and Director of the County Committee Office, launched a detailed promotion of the leading industries in Mengyin, providing in-depth interpretation of the development foundation, planning layout, and policy support in areas such as equipment manufacturing, characteristic agriculture, and green energy, and clearly indicating the industrial direction for potential investment enterprises.
Wang Fangai, member of the Standing Committee of the Mengyin County Committee and Minister of the Propaganda Department, focuses on the cultural and tourism resources of Mengyin, vividly presenting the unique value of local ecological tourism, red culture, rural experience and other characteristic products, opening up new ideas for the deep cooperation of cultural and tourism between the two places and further expanding the dimensions of cross regional cooperation.
The roadshow segment of the technology achievement transformation project, where experts and scholars shared technological breakthroughs in the field of high-end equipment manufacturing, directly addressed the technological needs of enterprise transformation and upgrading, and provided cutting-edge technological support for industrial innovation and development in both regions, sparking widespread attention and enthusiastic discussions among on-site guests; Representatives of the Chamber of Commerce and merchants also actively speak out on core topics such as industrial transfer cooperation and investment opportunity exploration, based on their own development needs, to deepen the consensus of cooperation through ideological collision.
The precise one-on-one docking conducted by attendees in the form of a buffet has become a key link in translating cooperation consensus into concrete actions. Various units in Mengyin County have had in-depth face-to-face exchanges with relevant industrial enterprises in Licheng, accurately matching needs and finalizing cooperation directions. The results of the previous exchanges have been effectively transformed into specific cooperation intentions, laying a solid foundation for the subsequent deep cooperation between the two places.
From the national strategy of regional coordinated development to the practical exploration of promoting high-quality development of county-level economy in Shandong, the cross regional exchange between Licheng and Mengyin has profound significance. It is not only an innovative attempt to break down administrative barriers and integrate advantageous resources between the two places, but also to establish a new paradigm of coordinated development of "urban area+county" - through multi-party collaboration between government, enterprises, and academia, it not only provides strong support for Mengyin to undertake high-quality industrial resources and fill development gaps, but also finds a new path for Licheng enterprises to expand development space and achieve industrial upgrading.
