Speech by Director Jing Shikuan at the 2020 (First) Shandong Equipment Manufacturing Industry Science and Technology Innovation Award Presentation Conference

Good morning, everyone!

Under the new situation of in-depth study and implementation of the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the spirit of the Central Economic Work Conference, at the time of the successful conclusion of the "13th Five-Year Plan" and the beginning of the new journey of the "14th Five-Year Plan", the Provincial Equipment Manufacturing Industry Association held an awards ceremony in Jinan to commend and reward the scientific and technological innovation projects of the province's equipment manufacturing industry. Here, on behalf of the Provincial Department of Industry and Information Technology, I would like to extend my warm congratulations on the smooth convening of the conference! I would like to pay high tribute to the enterprises and scientific research workers who have made outstanding contributions to the development of the equipment manufacturing industry in the province!

General Secretary Xi Jinping pointed out: "The equipment manufacturing industry is the backbone of the manufacturing industry. It is necessary to increase investment, strengthen research and development, accelerate development, and strive to occupy the world's commanding heights and control the right to speak technology, so that my country will become a modern equipment manufacturing country". In recent years, under the correct leadership of the provincial party committee and the provincial government, all cadres and workers on the front of the equipment manufacturing industry in Shandong have made concerted efforts, moved forward under pressure, worked hard, and made good achievements, so as to achieve a double improvement in scale and quality, and handed over a satisfactory answer for the smooth closing of the 13th five-year Plan.

In 2019, there were 8850 equipment manufacturing enterprises above designated size in the province, achieving main business income of 1.9 trillion billion yuan, ranking fourth in the country; among them, the high-end equipment manufacturing industry exceeded 1 trillion billion yuan, and the added value increased by 9.3, which was higher than that of industries above designated size. 8.1 percentage points, ranking third in the country. From January to October this year, the province's equipment manufacturing industry continued to maintain rapid development, with a year-on-year increase of 12.3 in added value, which was 8.6 percentage points higher than the province's industrial added value growth rate, showing strong resilience and potential. A number of major key technologies have achieved breakthroughs. Kangpina's "complete set of technical equipment for automatic dyeing of cheese yarn" and Shengrui transmission "8AT automatic transmission" both won the first prize of national scientific and technological progress. The test run of the 600-kilometer-per-hour high-speed maglev test prototype was successful. Weichai released the world's first 50% thermal efficiency commercial diesel engine, and China Heavy Duty Truck released a new generation of heavy trucks under the "Yellow River" brand. A number of world-leading national heavy equipment such as Asia's largest intelligent luxury ro-ro passenger ship, the world's largest 350000-ton offshore floating production, storage and unloading device, and "Deep Blue 1" have been delivered to use one after another. Major engineering equipment such as "Shenzhou", "Chang'e", "Tiangong", "Liaoning" and new fighters have the participation of Shandong enterprises. The achievements of Shandong's equipment manufacturing industry since the "13th Five-Year Plan" fully prove that we are fully capable of maintaining sustainable development on a larger scale and are fully capable of moving towards the high end of the value chain to achieve high-quality development.

The "Recommendations of the Shandong Provincial Committee of the Communist Party of China on Formulating the Fourteenth Five-Year Plan for the National Economic and Social Development of Shandong Province and the 2035 Long-term Goals" clearly pointed out: We must adhere to innovation-driven development and focus on the real economy., Accelerate the construction of a modern industrial system, and build a strong province with advanced manufacturing. In the next stage, we will focus on the following five aspects. One is to strengthen the innovation drive, the implementation of key core technology research. Aiming at the key areas and key links of the equipment manufacturing industry, we will carry out the R & D, innovation, promotion and application of the first (set) of technical equipment and key core components to solve the problems of lack of doors and stalls and "stuck neck" in our province. The second is to build a chain to supplement the chain and strengthen the chain, and enhance the independent and controllable ability of the industrial chain supply chain. Around the key industrial chain, implement the "chain length system" working mechanism of "one provincial leader, one work plan, and one set of support measures" to support the formation of supply chain alliances and build an independent, controllable, safe and efficient industrial system. The third is to vigorously cultivate pilot enterprises and create an advantageous industrial ecology. We will promote the implementation of the work plan for cultivating leading enterprises in the equipment industry and offshore equipment industry, build a collaborative and integrated model of "leading navigation", create a number of 100 billion-level characteristic industrial clusters, and strengthen the new industrial ecology. The fourth is to take intelligent manufacturing as the main direction to promote the transformation and upgrading of the manufacturing industry. Carry out intelligent manufacturing-driven promotion actions, cultivate about 10 intelligent manufacturing benchmark enterprises every year, cultivate a group of intelligent manufacturing system solution suppliers, and promote the improvement of the intelligent level of key industries and key areas through benchmarking guidance. Fifth, actively create a good environment and promote the high-quality development of the equipment manufacturing industry. Give full play to the role of high-end equipment industry special classes, unite think tanks, industry associations, etc. to jointly build a cooperation and exchange platform, solidly promote the "double recruitment and double introduction", promote the docking of supply and demand, financial institutions and enterprises, and create a community of "government-industry-university-research funds" Provide service guarantee for industrial development.

Comrades, the goals of the 14th five-year Plan have been set and the blueprint has been drawn, which not only provides a broad stage for the vast number of cadres, workers and scientific and technological workers on the equipment manufacturing front to display their talents, but also gives us an unprecedented historical task. It is hoped that the vast number of entrepreneurs, scientific research workers and municipal departments in charge of industry and information technology can bear in mind their mission and make persistent efforts. At the same time, it is also hoped that the Equipment Manufacturing Association will further play its role as a bridge and link to provide support services for member units and industrial development. I believe that through the joint efforts of everyone, Shandong's equipment manufacturing industry will surely be able to be a good pioneer in high-quality development, make new contributions, and greet the 100 anniversary of the founding of the party with outstanding results.
