The Shandong Provincial Party Committee and Government attach great importance to the development of equipment manufacturing industry, and have identified high-end equipment manufacturing industry as one of the top ten key industries for development. They have given the important mission of promoting the transformation of old and new driving forces and building an economically and culturally strong province, opening a new stage of high-quality development in our province. The convening of this meeting and forum is necessary and timely. It is a concrete action to implement the spirit of the 19th National Congress of the Communist Party of China and the major decisions and deployments of the provincial party committee and government on the transformation of old and new driving forces. On behalf of the Provincial Department of Industry and Information Technology, I warmly congratulate the convening of the conference! Shandong is a major province in the equipment manufacturing industry, with a complete range of categories and a complete industrial chain. It has more than [number] enterprises above designated size1.2Wan Jia,2017The equipment manufacturing industry in the province achieved operating income in the year3.86万亿元，规模居全国第三位。今年1-11月份，全省装备制造业增加值同比增长6.5%，高于规模以上工业1.2个百分点，保持了较好发展态势，依然是推动我省工业增长的主要动力。工业机器人、城市轨道车辆、服务器等高端装备快速发展，产量分别增长103.3%、17.6%and76.2%，成为推动全省工业高质量发展的强大新动能。工业改变世界，制造创造未来。
经过改革开放四十年以来的积累和发展，山东装备制造业建立起较为完整的产业体系，形成了重点行业优势突出、新兴产业加速发展的格局，有15个子行业主营业务收入超过千亿元，其中轨道交通、海工装备等10个子行业位居全国前两位。高端装备不断取得新突破，涌现了一批“国之重器”。康平纳与机械科学总院联合研制的筒子纱自动染色成套技术设备和盛瑞传动的8AT自动变速器双双获得国家科技进步一等奖；中车四方股份的高速动车组成为我国高端装备走向国际舞台的一张亮丽名片；济南二机床的大型快速冲压线打破国际垄断，销往美国市场；中集来福士的蓝鲸一号成为我国在南海首次成功开采可燃冰的国之重器；近日评选出的第三届中国优秀工业设计奖，全国10件获得金奖产品，我省占3件，均属于装备领域，居全国首位。这些高端装备为山东装备工业优化产业结构、提升整体形象做出了重要贡献，也为我们打造高端装备强省奠定了坚实基础。当今世界，经济全球化深入发展，全球范围内新一轮科技革命和产业变革正孕育成长，构建人类命运共同体成为时代的呼唤，我们发展处在大有可为的战略机遇期。6月，习近平总书记视察山东，要求我们扎实推动高质量发展，坚持“腾笼换鸟”“凤凰涅槃”；要求我们深化改革创新，打造对外开放新高地。山东省委、省政府坚决贯彻落实习近平总书记视察山东重要讲话、重要指示批示精神，以习近平新时代中国特色社会主义思想为指导，坚定践行新发展理念，扎实推进供给侧结构性改革，加快新旧动能转换，打造对外开放新高地，坚定不移推进高质量发展。
7moon11日，山东省委、省政府召开招商引资招才引智工作会议,吹响了用高质量“双招双引”推动山东加快新旧动能转换、实现高质量发展的集结号。全省各市都在积极落实会议精神，加快推动制度创新，不断推动“双招双引”工作再上新台阶。今天，来到济宁曲阜市，看到了济宁市，曲阜市做好“双招双引”工作的决心和信心，工作力度空前，以最大的诚意、最优的服务，营造了最佳投资创业环境，提供了最优的要素保障，为每个投资者提供了最优质的政务生态和最高效的便利支持，再加上济宁，曲阜得天独厚的区位优势和文化底蕴，可谓是如虎添翼。接下来，曲阜市将与深圳市德富莱智能科技股份有限公司、省装备制造业协会等单位进行签约，将携手并肩，共同为济宁乃至山东的经济发展贡献新的力量。随着全球经济的快速融合与发展，行业协会作用越来越大，也越来越重要。山东省装备制造业协会成立两年来，坚持以服务为宗旨，不断发挥横向、纵向协调能力和组织优势，链接行业资源，不断开展省际间、国际间的交流与合作，在引领装备制造行业发展，推动企业动能转换、转型升级方面做了大量的工作，取得了显著的成效。希望协会在今后的工作中，要发挥好服务职能、中介职能、社团职能、智囊职能，协助政府推动新旧动能转换，加快装备制造业转型升级、提质增效，引导企业加强研发促进生产，规范和约束企业生产行为，实现行业自律。同时，协会要切实加强自身建设，建立健全协会规章和工作制度，进一步强化战斗力、凝聚力、影响力，发挥好桥梁、纽带和平台作用，为促进全省高端装备产业又好又快发展做出积极的贡献。
进入新时代，踏上新征程。山东正坚持以习近平新时代中国特色社会主义思想为指引，坚定践行新发展理念，加快改革创新，努力将习近平总书记视察山东重要讲话和对山东工作的重要指示批示要求转化为山东发展的生动实践。我相信，今天所有到场的领导、来宾和朋友们，都深怀着对装备制造工作的热爱！而这，将赐予我们永不枯竭的动力！同志们、朋友们，让我们携起手来，一同谱写山东发展新篇章，为全省经济加快新旧动能转换、实现高质量发展做出更大贡献！
