Today, at the invitation of President Gao Ling, I attended the "2018 Shandong Equipment Manufacturing Industry Annual Conference and Intelligent Manufacturing High end Forum". I am very pleased to see so many elite entrepreneurs from the equipment manufacturing industry in the province gathered together to discuss industry and enterprise development plans! The theme words for today's two meetings throughout the day are "Annual Conference, Intelligent Manufacturing, Transformation and Upgrading, Double Recruitment and Double Introduction". This activity is in line with General Secretary Xi Jinping's directive to "restart" the equipment manufacturing industry and is also an important measure to implement the Shandong Provincial Party Committee and Provincial Government's promotion of the transformation of old and new driving forces in the province's manufacturing industry. After listening to President Gao Ling's report before the meeting, I felt that the Shandong Equipment Manufacturing Industry Association is not only the first provincial-level and comprehensive industry association established by the province's social organization after removing its official hat, but also a modern social organization with clear thinking, effective measures, practicality, and service-oriented approach. Since its establishment, the association has been committed to serving as a good government assistant, sincerely serving enterprises, and guiding the healthy development of the industry. It has held a large number of effective and important activities to promote enterprise development, playing an important role in implementing the "Made in Shandong 2025 Outline" and promoting the current transformation of old and new driving forces in our province.

I myself used to be a "veteran" who struggled in the manufacturing industry for many years. I have worked as a leader in Jinan Transformer Factory, Washing Machine Factory, and Xiaoya Company. Under the planned economy, enterprises obeyed the government, with the government as the chairman and the enterprise director as the general manager. The rise and fall of enterprises basically depended on the government. With the reform of the industrial management system, there has been a "gap" between the government and enterprises, and social organizations have emerged. Especially after the 18th National Congress, the central government attaches great importance to the establishment and improvement of social organizations represented by industry associations. So, I hope that the Shandong Equipment Manufacturing Industry Association will continue to follow General Secretary Xi Jinping's words of "never forget the original intention and keep in mind the mission", take leading the development of the industry and assisting the healthy growth of enterprises as its own responsibility, and strive to build a "Shandong Province装备制造业协会巨大平台”，联手各市协会和全省装备制造领域的其他社会组织，为企业提供多层次、战略及战术的全方位服务，打造一个崭新的、结构合理的、实现新旧动能转换的 “山东省装备制造大行业”。同时也希望在坐的各位企业家和全省的装备制造企业关注协会、支持协会、积极参加省市协会组织的活动，借助协会平台开展协作、扩大视野、提高境界，在我省开展新旧动能转换、发展高端装备制造的浪潮中成长壮大！

孔子曰：“富而贵，是人所欲也；不以其道得之，不处也。贫而贱，是人之恶也，不以其道得之，不去也。”也就是说，靠政策和市场机遇发展壮大的企业如果忽视科技创新和新旧动能转换，则强盛难以持续。暂时处于弱势的企业，执着发展、重视转型升级和寻求发展新动能，则走向强盛是必然的。山东省委、省政府提出在全省推动“新旧动能转换”重大工程，符合山东的实际情况，也切合山东省装备制造行业的实际。最近，省政府召开常务会议，通过了《山东省装备制造业转型升级方案》，希望全省各级装备制造业协会认真学习、深刻领会，引领业内骨干制造企业把精神落到实处。同时也希望省协会和各市协会指导全省三万家制造业企业和一万两千家规模以上的制造企业坚持科技创新、加快转型升级、助推动能转换，为把我省由装备制造业大省建成装备制造业强省而执着奉献！
