Speech at the First President's Office Meeting

This meeting is the first president's office meeting held after the establishment of the association. Just now, Secretary General Tao Junyi reported on the overall ideas and main plans for the work in 2017. Vice President Xu Shiping introduced the main work of the association since its establishment and looked forward to its development. Everyone discussed and approved the 2017 work plan and budget proposal, and expressed good opinions on the implementation of several activities. Although the association has only been officially established for a few months, with everyone's joint efforts, the work of the association has started well. Summarizing the work of the association over the past three months since its establishment, the following main characteristics are presented:

    1. Quick start of work. In the context of poor office conditions, a small number of personnel, and insufficient work experience, the association's secretariat overcame difficulties, created conditions, and quickly began work. We completed all legal procedures of the Association, opened a portal and official account, visited some members, drafted work plans and key points, recruited some personnel, and prepared the first president's office meeting. At present, the foundation of the association's work has been preliminarily established.

    2. Members warmly support.The vast number of members have high expectations for the association and expressed their desire for cooperation and common development. During the Provincial Equipment Manufacturing Expo held in late March, more than 30 responsible persons from member companies visited the association for discussions and exchanges, creating a very lively atmosphere where everyone felt at home. At present, more than ten companies have voluntarily proposed to join the association, and through visits, it has been learned that there are still many companies hoping to join the association organization. In the case of a temporary shortage of personnel in the Secretariat, some member companies borrow staff without compensation. On behalf of the association, I would like to express our sincere gratitude to the member units such as Jinan Fayin Intelligent Company, Jining Ruixiang Mold Company, Jining Bote Precision Industry Company, Jining Machinery Chamber of Commerce, Zibo Machinery Chamber of Commerce, etc. who have borrowed staff for the association.

    3. The government attaches great importance to it. On February 5th, the Provincial Party Committee and Provincial Government issued the "Implementation Opinions on Reforming the Management System of Social Organizations to Promote the Healthy and Orderly Development of Social Organizations", emphasizing the "key cultivation and priority development of industry associations and chambers of commerce", supporting industry associations and chambers of commerce to "play a role in serving enterprise development, regulating market order, carrying out industry self-discipline, formulating group standards, safeguarding member rights and interests, and regulating trade disputes, making them an important force in promoting economic development". In late February, shortly after the establishment of the association, the Provincial Economic and Information Commission invited me to represent the Shandong Equipment Manufacturing Industry Association and accompany the provincial government delegation to visit several European countries. The Provincial Political Consultative Conference also commissioned the association to jointly carry out the "Research on Reducing Enterprise Operating Costs" activity. Recently, the Provincial Commission of Economy and Information Technology issued a notice recommending the first batch of Shandong Province's manufacturing industry single champion enterprises, proposing that the initial evaluation and recommendation channels should be the municipal commissions of economy and information technology and provincial industry associations. Our association has forwarded the notice and will actively organize evaluations and recommendations from member companies. All of these indicate that the government attaches great importance to our association.

    Taking this opportunity, I would like to share some ideas and suggestions for further improving the work of the association this year and beyond.

    Firstly, we must always emphasize the principle of service-oriented approach.Serving members, serving the government, and serving society are the noble responsibilities of the association. We must effectively implement the concept that "the pain points of members are the focus of the association's work", and make "what the government wants to do but lacks the energy to do, and what individual enterprises want to do but find difficult to achieve" a key direction of the association's work.

To do a good job in the service work of the association, firstly, we need to strengthen grassroots research, listen to the voices, needs, and opinions of members; Secondly, it is necessary to strengthen the connection and communication with government departments, and give full play to the role of the government as a staff assistant and a bridge between the government and enterprises; Efforts should be made to expand inter provincial and international cooperation and exchanges, expand the development space of the association, and enhance the ability and level of the association to serve its members; We must promote the construction of portal websites, expert databases, and industrial big data, deepen activities such as Good Product Shandong, Champion Training, and high-end exhibitions, and strive to create service platforms and carriers; We must promote the establishment of city level and professional branches, so that more enterprises, especially small and medium-sized enterprises, can find organizations and receive services, and enable large enterprises to better play a leading role.

    Secondly, we must harness the power of collective leadership.Democratic organization and scientific decision-making are requirements of relevant laws, regulations, and the association's articles of association, as well as the needs of the association's own work. Currently, the association is facing a favorable development situation. On the one hand, the international industrial division of labor is being reshaped, and the country is implementing the "Made in China 2025" plan to comprehensively promote the strategy of building a strong manufacturing country; On the other hand, the country is promoting the decoupling of government run associations, transforming government functions, supporting industry autonomy in organizing associations, and has introduced a series of policy measures to support the development of industry associations and chambers of commerce. With the legal establishment of the "Shandong Equipment Manufacturing Industry Association" and the formation of the first leadership team of the association, we have historically taken on the responsibility and mission of accelerating the development of our province's equipment manufacturing industry. The provincial party committee and government place their hopes on our association, and colleagues in the equipment manufacturing industry in the province are paying attention to the leadership team of the association. I hope we can work together, seize opportunities, dare to take risks, contribute to society, and fulfill our mission. Our predecessors once said, 'Family harmony, governance, and peace in the world', hoping that we will take taking on and fulfilling social responsibilities as a higher pursuit and embodiment of life value.

    The vast majority of those present are CEOs of companies, and it is not an exaggeration to describe them as "busy with daily work". You may feel that time and energy are always insufficient. I would like to share my own experience on how to "take a break from busy schedules" and how to deal with the problem of "being too busy to do anything" with everyone. On the one hand, enterprise work and association work are parallel and mutually reinforcing. When analyzing and thinking about association work, one is actually thinking about the development of their own enterprise. On the other hand, when dealing with affairs or facing difficulties in the development of the enterprise, it is advisable to take a break and communicate with peers, which often leads to new inspirations and gains.

    Thirdly, we must strengthen the construction of the Secretariat.The Secretariat is the staff and operational department of the association's work. We need to establish and improve the organizational structure as soon as possible, select and equip professional personnel, continuously improve office conditions, formulate incentive mechanisms, attach importance to institutional construction, and ensure the efficient operation of the Secretariat's work. The construction of the Secretariat requires necessary investment support. As the association is in the early stages of operation, the self generating function of the Secretariat has not yet been formed. Therefore, it is necessary for all members to provide support. It is recommended that the President and Vice President units take the lead. As the president unit, I will definitely play a leading role and do my best to provide more sponsorship and support. I hope everyone can support me according to their own abilities and willingness.

    Fourthly, we must strengthen the leadership of the Party.The Central Committee of the Communist Party of China has clearly stipulated that social organizations must strengthen Party building, enhance political guidance and exemplary driving over social organizations, give full play to the political core role of Party organizations, and ensure the correct political direction for the development of social organizations. At the same time, it is explicitly required that party committees and governments at all levels establish and improve a system for studying and deciding on major issues related to social organization work, and the standing committee of party committees should regularly listen to reports on social organization work. We must follow the requirements and conscientiously implement them. After the establishment of the association, party building materials have been submitted to the Civil Affairs Department in accordance with relevant requirements. As the current number of full-time party members does not meet the conditions for establishing a party branch, the party building materials submitted to the Civil Affairs Department have confirmed that I will also serve as a party building counselor. When the conditions are met, the party organization will be established as soon as possible.

    Dear vice-presidents and supervisors, knowing each other is fate, cherishing fate is blessing. We are predestined friends to know each other, and we are predestined friends to do a cause together. I hope everyone will work together to make greater contributions to the development of the industry and the economic construction of Shandong Province.
